SEVASTOPOL NAVAL PORT NOW ACCESSIBLE TO FOREIGN VESSELS.

Ukraine is opening up the once super-secret Soviet naval port of Sevastopol. The Ukrainian government has issued a resolution allowing foreign civilian and military vessels access to Sevastopolska Bay, and foreign civilian vessels access to Kamyshova Bay. (Eastern Economist Daily (Kyiv), July 21) Last week saw the opening of Balaklava Bay. (Ukrainian television, July 17). Pivdenna [Yuzhnaya] and Karantinna bays remain out of bounds to foreign vessels because the Russian fleet is based there. (Ukrainian agencies, July 14) The five bays of Sevastopol’s sprawling naval port had been closed to foreign vessels during the Soviet period, and also after 1991, as the Russian fleet stayed on. The Ukrainian fleet, also based in Sevastopol, expects a U.S. naval visit in that port next month, the first such visit since Ukraine became independent.
