The Information Super Highway Comes to the Post-Soviet States

Throughout the 15 post-Soviet states, scholars, journalists and government officials are no going "on line" in increasing numbers. The shift to e-mail rather than fax as the medium of choice reflects the poor state of telephone lines in many areas and the high prices for using those that do exist.
