ANTICORRUPTION MEASURES IN KYRGYZSTAN.

Kyrgyzstan’s presidential office announced yesterday that it is asking the Russian authorities to apprehend and extradite Shalkhar Jaisanbaev, the dismissed director-general of the state oil and gas monopoly, Kyrgyzgazmunaizat. President Askar Akaev had last week fired Jaisanbaev for alleged massive embezzlement and defrauding certain credit banks in a private capacity. He being blamed, furthermore, for having aggravated the state company’s financial losses through his misappropriation of state funds. Jaisanbaev headed the oil and gas concern from its establishment in 1996 until December 1998, when he traveled on official business to Russia and remained there (Russian agencies, January 19).

Yesterday’s announcement from the presidential office described the move against Jaisanbaev as a continuation of the anticorruption campaign launched last December. That first stage of the campaign saw the dismissal of a bevy of deputy ministers and a thorough reshuffle of the cabinet of ministers (see the Monitor, December 14, 18, 24, 1998).
