Jamestown Welcomes New Board Members

WASHINGTON, DC (2/12/08) — Jamestown Chairman James Gidwitz and President Glen E. Howard today welcomed three new members to the Jamestown Foundation Board of Directors. Carlton W. Fulford is a Marine Corps Four Star General (Ret.), has served as the Deputy Commander in Chief, United States European Command, and is the former Director of the Africa Center for Strategic Studies, a Department of Defense regional center. Bruce Hoffman, a leading expert on terrorism and insurgency, is the former Director of RAND Corporation’s Washington DC office and a professor in the Security Studies Program at Georgetown University. Kathleen Troia McFarland is a national security commentator for numerous media outlets and a former Pentagon official in the Reagan administration.

"Carlton Fulford, Bruce Hoffman, and Kathleen Troia McFarland have been major players in the formulation and implementation of U.S. national security policy over the last thirty years and will make an invaluable addition to the Jamestown Board," Howard said. “Each person brings with them profound expertise in their own field of studies and adds strategic depth to Jamestown’s expanding areas of research and analysis. With General Fulford we are adding to Jamestown’s growing coverage of Africa; with Bruce Hoffman we have one of the country’s leading experts on terrorism and insurgency; and with Kathleen Troia McFarland we have a person who worked in close coordination with two of the country’s leading defense and foreign policy experts – former Secretary of Defense Caspar Weinberger and former Secretary of State and National Security Adviser Henry Kissinger,” Howard added.

General Fulford received his commission in June 1966, following graduation from the United States Naval Academy and served his first tour of duty in Viet Nam. He returned from Viet Nam in June of 1968 and received a Master of Science degree from Rensselaer Polytechnic Institute. Significant command assignments included Commanding General, Fleet Marine Force, Pacific; Commander, U.S. Marine Corps Bases, Pacific headquartered at Camp H.M. Smith, Hawaii (1998-1999); Commanding General, I Marine Expeditionary Force (1996-1998); Commanding General, III Marine Expeditionary Force (1994-1995); Commanding General, 4th Marine Expeditionary Brigade (1991-1992); and Commanding Officer, Task Force Ripper during Operation Desert Shield and Desert Storm (1990-1991). Fulford served with distinction in the US Armed Forces until 2003 and received numerous personal decorations to include the Silver Star, two Purple Heart Medals and four Defense Distinguished Service Medals.

Professor Bruce Hoffman has been studying terrorism and insurgency for more than thirty years. From 2004-2005 he was an adviser on counterinsurgency to the Strategy, Plans, and Analysis Office at the Multi-National Forces-Iraq Headquarters. From 2004-2006 he served as a Scholar in Residence for Counterterrorism at the Central Intelligence Agency. Professor Hoffman was also an adviser to the Iraq Study Group. He holds a BA from Connecticut College and a B. Phil. and a D. Phil. in International Relations from Oxford University.

Kathleen Troia McFarland has been deeply involved in National Security Issues since her time as a research assistant to Henry Kissinger during his tenure as National Security Advisor. During the Reagan administration she served as Deputy Assistant Secretary of Defense for Public Affairs. Ms. McFarland has a BA from the George Washington University and an MA from Oxford University. She was a PhD candidate in Political Science at MIT, completing all but her dissertation before leaving to join the Senate Armed Services Committee.
