Matthew Bryza Joins Jamestown Board
Matthew BryzaThe Jamestown Foundation is proud to announce the addition of Ambassador Matthew Bryza to the Jamestown board. Bryza played a key role in shaping U.S. policies in the South Caucasus region for almost two decades as a senior American diplomat. Often described as the U.S. “point man” on the South Caucasus, Bryza is a relentless champion of an activist American foreign policy in a region of extreme importance to U.S.

national security interests. Jamestown President Glen E. Howard noted that the addition of Bryza to the Jamestown board is a natural fit to help guide Jamestown’s research and analysis of events in Eurasia. Jamestown board member and former Director of the Central Intelligence Agency Michael V. Hayden stated: “Matt Bryza brings the right blend of scholarship, experience, and integrity to the Jamestown Board. He will be a great addition to further Jamestown’s important work.”

Bryza just completed a 23-year career as a U.S. diplomat, over half of which was spent at the center of policymaking and international negotiations on major energy infrastructure projects and regional conflicts in Eurasia. His most recent assignment was as U.S. Ambassador to Azerbaijan from February 2011 to January 2012.

Between 2005 and 2009, Bryza served as Deputy Assistant Secretary of State for Europe and Eurasia with responsibility for Eurasian Energy, the South Caucasus, Turkey, Greece and Cyprus. Bryza simultaneously served as the U.S. Co-Chair of the OSCE’s Minsk Group mediating the Karabakh conflict and as U.S. mediator of the Cyprus, South Ossetia and Abkhazia conflicts.

From 2001 to 2005, Bryza served in the White House as Director for European and Eurasian Affairs on the National Security Council Staff. His responsibilities included Eurasian energy, the South Caucasus, Central Asia and political Islam in Eurasia.

Previous assignments include Deputy to the Special Advisor to the President and Secretary of State on Caspian Energy, Advisor on Economic Reform in the South Caucasus and Central Asia, and Russia Desk Officer at the State Department as well as Political Officer at the U.S. Missions to Russia (1995-97) and Poland (1989-91).

Currently, Ambassador Bryza resides in Istanbul, Turkey, where he also works as a consultant on business and democratic development and is a board member of several private companies. He is also the Director of the International Centre for Defence Studies in Tallinn, Estonia.

Chinese Expert Speaks at Jamestown on China-Central Asia Relations

On September 18, 2012, the Jamestown Foundation hosted an event entitled “Understanding China’s Role in Central Asia and Afghanistan.” The event featured Dr. Pan Guang, Vice Chairman of Shanghai Center for International Studies at Shanghai Academy, and Dr. Richard Weitz, Senior Fellow at the Hudson Institute, who provided additional remarks.

Dr. Pan addressed China’s role in Central Asia and Afghanistan. He explained China’s interest in fighting terrorism and extremism in the region as well as China’s interests in containing the proliferation of weapons of mass destruction, promoting energy and economic development, and supporting Afghanistan in its post-war reconstruction. Like the United States, China is interested in tackling issues such as transnational crime, illegal immigration, environmental degradation, water resource shortage, and emerging public health issues. Beijing however, has different views of political reform in Central Asia, the alignment of energy pipelines in the region, and the withdrawal of NATO troops from Afghanistan. Dr. Pan also provided his insight on China’s role in

Afghanistan and its implications for U.S.-China relations. Dr. Weitz was also a discussant and provided additional remarks on the security situation in Central Asia and Afghanistan, as well China’s role and interests there.

Dr. Pan also is the Vice Chairman of the Chinese Society of Middle East Studies. He earned his M.A. and Ph.D. in History at East China Normal University. Dr. Pan serves on a number of Chinese and international advisory boards. He is one of China’s foremost experts on Central Asia and the Middle East, authoring several books and countless articles on these regions as well as China’s foreign policy toward them.

Boko Haram Conference Report Released!
The report, entitled “Instability in Nigeria: The Domestic Factors” is now available for purchase on our website. The report consists of select conference proceedings from a conference The Jamestown Foundation held on June 19, 2012 entitled “Threats to Nigeria’s Security: Boko Haram and Beyond” at the Carnegie Endowment for International Peace in Washington, DC.

Jamestown analyst Jacob Zenn, journalist and blogger Dibussi Tande, Jamestown Chief Editor of Global Terrorism Analysis Andrew McGregor, and Jamestown analyst Mark McNamee were the presenters on the panel. The panelists highlighted the bases for instability in northern Nigeria; the regional, ethinic and other divisions prevalent within Nigeria; and the potential for Boko Haram to expand beyond northern Nigeria. The panelists described the origins of radical, militant, extremist Islam in Nigeria and Cameroon using the classical and alternative narratives. They stressed the necessity for the militant groups’ underlying grievances to be addressed

and alerted the audience to the environmental degradation and significant economic losses that are largely a result of mismanagement of oil resources.
