Jamestown President Glen E. Howard Quoted by WSJ: Is Russian Military Buildup Against Ukraine Part of a Coercion Campaign?

Jamestown President Glen E. Howard was quoted in an article today in the Wall Street Journal on the ongoing Russian military buildup on the border with Ukraine. As noted by Howard, “We can’t rule out that this buildup is possibly a tool of coercion being used by Putin to get Ukraine to open the North Crimean water canal. It’s a massive amount of military capability, and we don’t know what direction the Russians will go.”
