Tammy Lynn Palacios

Tammy Palacios leads the Priority Sustainable Counterterrorism initiative as a Senior Analyst
at the New Lines Institute. This model is predominantly non-kinetic and builds off Tammy’s
studies of al Qaeda and ISIS-affiliate local operations, psycho-social factors, and civil society.
Tammy has earned a Graduate Certificate in Terrorism Analysis from START at the University
of Maryland (UMD) and a Bachelor’s in International Studies and Politics and Government
from the University of Hartford. She is expected to receive her Master’s in Security and
Terrorism Studies from the UMD Graduate School in May.
