Joseph Carrigan

Joseph Carrigan, a commander in the U.S. Navy, graduated with highest distinction from the U.S. Naval War College in June. He will assume command of USS Russell (DDG 59), an Aegis destroyer home-ported in Pearl Harbor, Hawaii, in April 2011.
