BALTIC STATES FACE RUSSIAN INDICTMENT AT UN

The Russian Foreign Ministry’s chief spokesman, Gennady Tarasov, announced yesterday that Moscow is preparing a draft resolution, to be submitted to the UN General Assembly, that condemns Estonia and Latvia for allegedly "depriving the Russian-speaking population of civil and political rights." (Itar-Tass, October 10) Earlier this month, Foreign Minister Yevgeny Primakov had omitted criticism of the Baltic states from his speech to the General Assembly’s session. The draft resolution will disappoint those who interpreted Primakov’s omission as signaling a letup in Moscow’s propaganda against the Baltic states.
